Refinement condition

If the error of the element is greater than 10% of the maximum of the errors of all elements, then the element is marked for refinement.

Coarsening condition

If the error of the element is smaller than 1% of the maximum of the errors of all elements, then the element is marked for coarsening. Thus, the error becomes uniform over the whole mesh.
